The law is clear that ONLY the actual elected executive has the power of the Federal level pardon. Delegation of any kind is not legally allowed. If the case was never read by the president, his informed consent and assessment cannot attach to any delegated pardon. If the only value of this is ceaseless harassment of everyone that had anything to do with this its worth doing.
