Autonomous zone means they formed a separate country, hostile toward the USA. This gives the green light to the Air Force to carpet bomb Minneapolis to the ground. Send in Marines and Army to clean up the left over garbage pretending to be human. Could have the Navy use their riverine force to blockade the Mississippi to prevent anyone from escaping by water.
